
'Martyn’s Law' introduced in Parliament to better protect the public from terrorism.

The Terrorism (Protection of Premises) Bill will increase preparedness for, and protection from, terrorist attacks at public venues.
Martyn’s Law doesn’t just focus on terrorism awareness; it mandates venues to prepare for various life-threatening emergencies, including severe bleeds from incidents like stabbings, gunshots, and blast injuries.
Under Martyn’s Law, public venues and organisations have a legal duty to assess and manage risks of potential attacks, which includes being equipped to handle life-threatening injuries. Rapid response to critical bleeds can be the difference between life and death, making skills and equipment vital.
For life-threatening bleeds, key requirements include:
Bleed Control Training: Staff should be trained to recognise severe bleeding and act quickly. Courses on emergency first aid for catastrophic bleeds teach techniques like direct pressure, using haemostatic dressings, and applying tourniquets—all of which can significantly improve survival rates.
Accessible Bleed Kits: In addition to traditional first aid kits, bleed control kits should be accessible and clearly signposted. These kits often contain tourniquets, bandages, and clotting agents to manage haemorrhaging injuries.
Routine Drills and Preparedness: Practising emergency response drills, similar to fire drills, helps ensure that staff can respond swiftly and effectively, reducing panic and saving precious seconds in an emergency.
Public Awareness and Signage: Information on what to do in a critical incident should be visible, so staff and the public alike are aware of how to help or seek immediate assistance in the event of a life-threatening injury.
Martyn’s Law aims to ensure that in high-risk scenarios, trained staff and resources are on hand to reduce casualties. This proactive approach in training and equipment can significantly increase the chances of survival, especially in incidents involving catastrophic bleeding.
The government is currently working on finalising the law's details, but it reflects a push for a safer society through proactive responsibility.
